Bilal Meshanni serves as Chief Marketing and Innovation Officer at Envicon Strategic Solutions, where he leads the firm’s business development, marketing strategy, and operational systems. He is responsible for managing the full pursuit lifecycle—from lead sourcing and pre-positioning to proposal strategy and submission—for complex civil, environmental, and redevelopment projects across New York and New Jersey.
Since joining Envicon, Bilal has led the overhaul of the firm’s internal systems and external positioning. He implemented CRM workflows, automated key project pipeline processes, and built a marketing infrastructure designed for scalability. His strategic oversight has contributed directly to the firm’s increased proposal win rate, improved client targeting, and stronger presence in public and private-sector procurement.
Bilal works across teams to ensure proposals are responsive, data-driven, and differentiated. He supports partnership development, agency outreach, and post-award marketing, while also overseeing the firm’s brand identity, digital assets, and outward-facing communications. His work enables Envicon to compete effectively on a wide range of contracts, from brownfield remediation to infrastructure upgrades, often against larger legacy firms.
He holds a dual B.A. from Rutgers University–Newark and has developed deep operational fluency in public procurement, environmental compliance marketing, and high-volume proposal coordination. His leadership helps position Envicon as an agile, forward-looking consultancy—one built to grow without losing focus.
